Evaluation eines SGB II-Modellprojekts zur Integration junger Facharbeiter in Dortmund

Abstract

While merging Federal Employment Agencies and Social Assistance Offices in order to form the so called ARGE, some of these institutions have created pre-operating studies aiming at the integration of specific target groups into the labour market. One of the innovations in this context is the so called "employment opportunity including fees". As opposed to the "One-Euro-Jobs", participants of such opportunities are being paid a regular fee.

The ARGE Dortmund in cooperation with the Kreishandwerkerschaft Dortmund has issued such a project focussing on the integration of young long-term unemployed skilled workers up to the age of 30. During the course of the project, which lasts up to eleven months, the participants pass a qualifying phase designed to school them in order to meet the specific requirements of a certain company. This phase is followed by a three-month internship with the company during which the participants are being paid a regular temporary employment scale fee for skilled workers.

The IAB-NRW is conducting an evaluation of this project which consists of two main parts: On the one hand a process accompanying implementation analysis will be carried out, which will mainly focus on the following aspects:

the proportions between qualification and practice

advantages of the local KHW job coaches in the process of employment service

possible transfers of the concept into other areas of business

The second part of the evaluation consists of an efficiency analysis, aimed at measuring the particiapnts longterm integration into the first labour market.
