Abstract
In Germany the Institute for Employment Research developed the Educational Accounting System (BGR) to give a comprehensive survey of the stocks and flows of people in education and training, in employment, unemployment and household activities. The BGR is divided into two parts. The BGR-1 contains the stocks and flows of accounts categorized institutionally or by state (institutions of education, training, employment, unemployment, non-employment). In the BGR-2 these accounts are aggregated to main groups and divided by levels of qualification. Age-, sex- and qualification-specific unemployment rates can be calculated as well as changes in the duration in education and training.
