Development of substitution potential on the labour market in Lower Saxony and Bremen from 2013 to 2019

Abstract
In order to analyse the effects of digitalization on the labour market in Lower Saxony and Bremen, we draw on the shares of activities within an occupation that could be replaced by the use of computers or computer-controlled machines, as calculated by the IAB for 2013, 2016 and 2019. During the period under review, these proportions, also known as substitution potential, increased significantly in almost all occupational segments, both nationwide and in the states of Lower Saxony and Bremen. Based on numerous results of the study, it can be concluded that lifelong learning, company-based training and further education offers as well as tailor-made placements are becoming increasingly important in order to meet the challenges of the advancing digitalization.
