A shortage of workers where skilled workers are concerned? : a clarification of relevant labour market terminology

Abstract

"The question touched on in the title points to an imprecision in usual terminology that often leads to misunderstandings during the interpretation of empirical findings. On many occasions, the threat of a shortage of skilled workers is often muddled up with a shortage of workers caused by demographic reasons. It would thus seem absolutely necessary to define and delimitate the terms used in a precise way in order to make the shortages that do indeed exist on the labour market visible."
