The unemployment insurance for business founders: Different benefits despite equal contributions
Abstract
"The number of self-employed workers who insure voluntarily against unemployment has decreased substantially over the last years and so has the number of business founders who join the insurance. Using administrative data, this policy brief investigates founders' decision whether or not to insure. It furthermore examines how long founders stay in the insurance for the self-employed and founders' later employment outcomes. The results point out that the insurance for the self-employed does not implement the equivalence principle regarding monthly contributions and benefits, a principle that is customary in the German unemployment insurance system."
