Securing the social participation of long-term unemployed persons

Abstract

"The IAB has been asked for their expertise on various aspects of the labour market for the preparation of the annual report of the German Council of Economic Experts (Sachverständigenrat zur Begutachtung der gesamtwirtschaftlichen Entwicklung) for several years now. For the current annual report of 2018/2019, these aspects included, among other things, questions about the suggestion by the Governing Mayor of Berlin to introduce state-funded full-value jobs for long-term unemployed persons by means of a 'solidary basic income.'<br> In the autumn of 2018 the IAB commented both on this suggestion and on the Act on the creation of participation opportunities for long-term unemployed persons in the general and social labour market (Participation Opportunities Act, Teilnahmechancengesetz), which will enter into force on 1 January 2019. It involves the two measures 'integration of long-term unemployed' (Section 16e of the revised German Social Code II (SGB II neue Fassung)), a wage subsidy for long-term unemployed for a period of two years, and 'labour market participation' (Section 16i of the revised SGB II), a measure of publicly funded employment for a group of people who are very remote from the labour market: measures whose design and objectives comply with the 'social labour market' approach.
