The necessity of economic policy advice for an evidence-based educational policy : the shortening and lengthening of the period of schooling at academic secondary schools

Abstract

"Since the late 1990s, economic chains of argument have become more important for decisions on educational policy in Germany. In particular, the much discussed reforms in shortening the time spent at academic secondary schools from nine to eight years (Turbo-Abitur/G8-Reform) were justified on the basis of economic criteria. Although a large number of academic findings on the effects of the G8 have shown that a return to G9 would likely not have positive overall effects, five Federal States have recently decided to increase the time spent at academic secondary schools by one year again. This can be seen as a decline in the influence of economic educational arguments on political decision-making. The German academic system and its economists are not least responsible for this. An improvement in the incentives to participate in academic policy advice and public relations work, also by way of reviewed publications in German, would appear imperative if the economic consequences are to be taken into consideration in future political decisions."
