The Occupational Classification 2010 : development and results
Abstract
"The Federal Employment Agency has developed a new occupational classification: the 2010 Classification of Occupations (KldB 2010). The Classification of Occupations constitutes a well-founded, new system of occupational activities, based on theoretical principles and a systematic approach and is one which at the same time reveals a high degree of practical orientation. It is been constructed as a hierarchical classification with five levels of classification and structures occupations by means of two dimensions. The primary, structuring dimension is adherence to a particular profession (Berufsfachlichkeit). Here, occupations are grouped in the upper four levels according to their similarity based on the activities, knowledge and skills that characterize them. At the lowest level a further subgrouping takes place based on a second dimension - the level of requirements. The level of requirements refers to the complexity of the activity to be performed and is recorded in up to four degrees of complexity. Through this the characteristic occupation-specific structuring of the German labour market is reflected in the structure of the classification. New professions and occupational designations can be better pigeonholed that before, while modern occupational areas can be represented in a more suitable and differentiated way. In addition, the 2010 Classification of Occupations demonstrates a high compatibly with the international occupational classification - the International Standard Classification of Occupations of 2008 (ISCO-08). With this, the 2010 Classification of Occupations has created a badly needed base for up-to-date statistical reporting and for modern research into occupations. Its introduction in 2011 put an end to the coexistence of two different national occupational classifications, namely the Classification of Occupations of 1988 that was previously applicable and the 1992 Classification of Occupations of the German Federal Statistical Office."
