Zur Verringerung der Langzeitarbeitslosigkeit in Nordrhein-Westfalen

Abstract

"Despite the significant decline in unemployment and long-term unemployment also in North Rhine-Westphalia, the level of long-term unemployment remains very high there. In addition, there are high absolute numbers of long-term unemployed persons remote from the regular labour market because they have only made marginal employment experiences for long periods of time. What is especially fraught with problems is the situation of long-term unemployed persons without completed vocational training who only have few opportunities on the labour market. It is therefore necessary to fight long-term unemployment using a variety of tools.<br> The petition of the CDU and FDP Landtag fractions with the title 'Neue Impulse zur nachhaltigen Reduzierung der Langzeitarbeitslosigkeit: Finanzierung sichern, Instrumente reformieren, Langzeitarbeitslosigkeit reduzieren' (New impetus for the sustainable reduction of long-term unemployment: securing funding, reforming instruments, reducing long-term unemployment) (printed matter 17/1283) and the motion for a resolution by the Bündnis 90/Die Grünen fraction (printed matter 17/1338) regarding this subject make a series of statements regarding the development of the labour market, particularly of long-term unemployment, in North Rhine-Westphalia and bring forward different reform proposals and funding perspectives.<br> The IAB delivers its opinion regarding these proposals and perspectives on the basis of research results. First of all, the development of unemployment and long-term unemployment in North Rhine-Westphalia as compared to West Germany and throughout the Federal Republic of Germany is outlined on the basis of selected indicators. Then, the problem of persistent long-term unemployment in NRW is considered and results regarding the effects of qualification measures for long-term unemployed persons are presented. In addition, the key findings of the evaluation of the 'ögB NRW' pilot projects are presented which are important for the discussion about a social labour market for long-term unemployed persons remote from the labour market. This chapter also contains an excursus regarding the calculation of the total fiscal costs of the 'passive-active exchange' performed within the framework of the evaluation of the 'PAT Baden-Württemberg' pilot project. Finally, opportunities of mini jobs (marginal employment) are briefly discussed. This briefness is mainly due to the fact that a reform of the additional income regulation for mini jobs is rather connected to the problem of long-term benefit receipt than to long-term unemployment and disengagement from the labour market."
