Youth transition to employment

Abstract

"Recent research on transition-to-work in Vietnam often focuses on the transition to the labour market among university graduates and indicates a low level of satisfaction among employers seeking to employ new graduates. The rate of unemployment among university graduates is also significantly higher than the overall unemployment rate. These indicators often create a negative attitude among young people toward higher education training. This paper aims to bring about a broader picture of transition to employment among youth with different educational attainments in Vietnam. It is based on the data provided by The International Labor Office, with 2,722 youth participants aged from 15 to 29 from different geographical areas. The research results indicate a general tendency: young people with lower educational attainment have to take the more vulnerable positions in the labour market. Although the unemployment rate among university graduates is often higher, they are still the ones who benefit most from social security related policies and quality jobs are more available and accessible to them than those with lower qualifications. The study also indicates a low level of development of the economy with a large proportion of the informal sector, which paints a dark picture of school-to-work transition among youth in Vietnam."
