Self-employed professions in the start-up research of the Federal Employment Agency

Abstract

"Start-up support in the employment insurance system was introduced in 1986 and can thus look back on an almost 30-year history - and, with that, is thus somewhat older than the Research Institute for Professions, on whose 25th anniversary this article was written. However since it was introduced, the prerequisites and conditions for subsidy have been altered many times (the current regulations can be found in §§ 93, 94 Sozialgesetzbuch III [SGB III, Book III of the Social Code]). The current article deals on the one hand with the numbers and structure of those subsidized linked to the most recent changes. On the other hand it also discusses the significance that self-employed professions have within the start-up subsidization of the Federal Employment Agency (BA). The most recent reform, which took place at the turn of the year 2011/2012 and is thus the most recent one, is examined in this article on the basis of two surveys of persons who became self-employed before or after the reform of the start-up subsidy."
