The First Five Years after a Pre-vocational Training Scheme : Observations Regarding the Transition into Vocational Training and Employment

Abstract

"This study analyses the integration of participants in pre-vocational training schemes into vocational training and employment in the initial five years after pre-vocational training has been completed/foreshortened. A particular focus is placed on those participants who drop out of the scheme early. We use data on individual participants and on measures sourced from 'BvB' vocational training research from 2006/7, and match this with registry data sourced from the German Federal Employment Service. This allows us to analyze individual transitions from pre-training courses into apprenticeship training and employment. Over the time period, the chances of participants entering in-plant training have generally increased. But the data around participation in vocational training, as well as the rates of entry into gainful employment suggest that entry into vocational training is no guarantee of the successful integration of disadvantaged young people into working life."
