Evaluation of the nationwide utilisation of benefits for education and participation : first intermediate report 28.2.2014

Abstract

"In this research project is a question of examining which relationships and factors influence the application for education and participation benefits and how well and how these benefits are seen by those entitled to them. With this, a comprehensive picture is given for the first time of the receipt and implementation of the educational and participation package. The research project is scheduled to last for a period of three years (up to 2016).<br> The study is carried out by the Soziologischen Forschungsinstitut (Sociological Research Institute) Göttingen (SOFI) and partners. The measurement of the compliance costs required by the Federal Statistical Office is just as much part of the overall research scheme as the evaluations of utilisation of the educational package within the framework of the Labour Market and Social Security Panel Study (PASS) that is carried out by the Institute for Employment Research (IAB). PASS is an annual survey of households which has been taking place since 2006/2007 in which roughly 10,000 households are surveyed. The current results relate to the survey year 2012, in which questions on the claiming or non-claiming of benefits for education and participation were asked for the first time. In particular, the current intermediate report provides new findings from PASS. Already in 2012 and 2013 representative surveys were carried out on behalf of Federal Ministry of Labour and Social Affairs (BMAS) by the Institut für Sozialforschung (Institute for Social Research) (ISG) with families entitled to benefits. Comparisons between the current research scheme on education and participation and these and other studies are only possible in a very limited way for the studies differ in numerous factors which can be crucial for the findings of the analysis, such as (random) sampling, the way weighting is designed, and the groups surveyed."
