The significance of "conventions" in labour administration : using allocation of the start-up grant as an example

Abstract

"The start-up grant is the most important instrument of support for those setting up a start-up company out of unemployment. However, while comprehensive evaluation studies are available on its effects on labour market policy, there are up to the present time hardly any theoretically based studies examining the way in which it is allocated at the employment offices. The process is itself highly uncertain because the market success of company start-ups is a priori uncertain. It can be shown empirically that both the staff at the employment agencies and those setting up their businesses perceive and configure their roles in the allocation discussions in very different ways. In his qualitative study, the author examines what conventions are present and govern behaviour in this situation of uncertainty for the actors involved in labour administration - and what difference it makes if the discussions concerning the starting up of a business are more strongly orientated to one convention or the other."
