Final report of the Commission on Skilled Workers, Hessen
Abstract
"The Commission was tasked with revising three central and very complex issues, while taking into account the efforts to consolidate the budget of the State of Hessen: - Where do we stand today as far as the supply of skilled workers is concerned? - How will the situation in Hessen change on the labour markets of the future? - How can we possibly counteract a gradually emerging shortage of skilled workers? In doing this, the main interest of the Commission lay on stronger activation and the use of domestic potentials. Regional particularities were taken into considerations along with the potentials of individual groups of people such as persons looking for work, unemployed persons, women, older and younger persons, persons with special needs and those with a migration background as well as internationality as a significant location factor and trademark of Hessen. Moreover, the Commission's work focussed on a more intensive use of the European labour market and the possibilities of a targeted immigration of qualified and highly qualified persons. The declared aim of the Commission was to produce a comprehensive overview of the situation in Hessen that would facilitate consensus, to identify fields of action from the perspective of the Commission, and to develop realizable suggestions for future activities for Hessen in the area of securing the availability of skilled workers."
