The selection process in active labour market policy measures : An explorative study on German job placement
Abstract
"The major research contribution of this paper is an analysis of the selection processes in active labor market programs. Using findings from existing literature and expert interviews with job placement officers we define a realistic selection process ranging from the registration of unemployment to a (non-)participation and analyze it exploratively. Precise knowledge of the selection process and mechanisms is of great importance to evaluation research and help future studies to choose the right research design and support the interpretation of results. This study finds that the influencing factors and descisions in the selection process consist of multiple layers and are quite complex therefore the specification of a proper research design is key to a valid evaluation.
