America's job crisis : Is Obama's Job Plan the solution?

Abstract

"The US economy - like other industrial countries - is threatening to slip back into recession after a brief upswing. The US President had intended to hold this downswing back by means of fiscal measures. The authors examine the connection between cyclic crises and employment in the United States and come to the conclusion that the most recent upturn was more 'jobless growth' than anything else and that the crisis in the US economy had structural causes. That is why economic programmes will not help now, but rather structural reforms such as a shortening of the period for which unemployment benefit is paid, and measures to support heavily indebted house-owners."
