Abstract
With the benefits for the subsidizing of employment according to Section 16e SGB II (Book II of the Social Code "Beschäftigungszuschuss/employment subsidy"), an additional instrument in favour of the long-term unemployed with several barriers to placement was added to the catalogue of measures under SGB II on 1 October 2007. On behalf of the Federal Ministry of Labour and Social Affairs (BMAS), a research consortium consisting of the Institut für Sozialforschung und Gesellschaftspolitik GmbH (ISG), Köln, the Rheinisch-Westfälisches Institut für Wirtschaftsforschung e.V. (RWI), Essen and the Institute for Employment Research (IAB), Nuremberg undertook the evaluation provided for by statute of Section 16e, Sub-section 10 of SGB II, within the framework of which the effects on those entitled to benefits and capable of work, the labour market, and public budgets in the years 2008 to 2010 were analysed.
