Impact of the introduction of Social Code II on employable needy people with disabilities

Abstract

"Regarding the introduction of the Social Code II this article discusses the impact of the new Social Code and resulting changes in the System of occupational rehabilitation for disabled people. Main principles of the new Social Code like activation and fast reintegration are partly contradictory to principles of existing Social Codes, like long-lasting labour market participation that meets the needs of the disabled. During the implementation phase newly founded institutions tackled die new tasks in a hierarchical way - distribution of financial benefits was handled with priority. Resulting from this and other factors occurring on the institutional and individual level a striking decline in entrances into occupational rehabilitation schemes took place."
