Abstract
"The term 'shortage of skilled workers' ('Fachkräftemangel') can be heard daily in our media. It is used by journalists, representatives of companies, and politicians and partially also by researchers in an almost inflationary way; what it actually means, however, is seldom questioned. Yet this is necessary if a well-founded evaluation is to be made of the skilled worker situation and effective strategies are to be developed to counteract problems of recruitment for establishments - problems which are indeed hindering the growth of our economy and are not merely an expression of insufficient reactions to changing market conditions."
