Berlin - persistent lack of competitiveness with some rays of hope

Abstract

"This article presents the findings of a shift-share regression that analyses the employment change in Berlin between 1998 and 2004. Employment benefits from a positive composition of sectors - mainly through services for enterprises and consulting firms. Highly skilled employees are overrepresented. Systematic hard and soft region-specific factors foster employment in comparison with eastern Germany. Berlin especially benefits from its status as the federal capital and from its scientific infrastructure. Small and medium enterprises are under-represented. Consequently, technology transfers to these firms should be strengthened." (Author's abstract, IAB-Doku) ((en))
