Which Employers Have Supplemented the Short-Time Allowance During the COVID-19 Pandemic? The Role of Collective Bargaining and Works Councils

Abstract

"In this paper, we analyse the extent to which firms requested and supplemented short-time work (STW) payments as a response to the Covid-19 crisis in Germany. In this context, the paper examines if collective agreements and works councils are correlated with the use and supplementation of STW payments. Our descriptive and multivariate analyses based on the IAB Establishment Panel 2020 – an annual representative survey of almost 15,000 German establishments – show that establishments with higher average wages, those with a collective agreement and those with a works council are the most likely to supplement STW payments."
