Civic Stratification, Tolerated Forced Migrants and Unclear Identity

Abstract

"Germany has largely opened up the access to vocational training and the labour market for forced migrants who just have the legal status of toleration. But, some of them do not have access since migration authorities classify their identity as being „unclear“. The underlying reasons are complex. By no means they can always be attributed to the responsibility of the forced migrants themselves. The article informs about the legal situation of tolerated forced migrants in Germany and on the underlying reasons of an identity that is classified as being "unclear"."
