Worker flows in the low-carbon transition

Abstract

We analyse the labour-market dynamics driven by the low-carbon transition of the German economy. We answer three research questions related to the sources of the growth of climate-related jobs and the incentives for leaving brown and/or entering green occupations. First, how strongly have climate-related occupations developed over the last decade, and which socio-demographic groups have contributed most? Second, which worker flows have driven the development in climate-related occupations – both in occupations with low-carbon “green” tasks and high-carbon “brown” tasks? Third, what do workers gain from entering low-carbon jobs in terms of wages and job stability and, do they lose if they leave high-carbon jobs? Our findings have important implications for the future development of the labour market against the background of the ongoing decarbonization of the economy.
