Evaluation of Participation of Refugees in One-Euro-Jobs

Abstract

Refugees newly arriving to Germany often have only very limited knowledge of the German language. In addition, the skills that they acquired in the labour market of their home country are often not (easily) transferable to the requirements of the German labour market. Both these factors imply that the labour market integration of the refugees has to first overcome several impediments. It also means that the refugees are often classified as not being close to the German labour market and that active labour market policy will first be needed before the refugee can find a regular job. One of the most important instruments in Germany for people classified as not being close to the German labour market are the so-called one-euro-jobs. Hence, it is of particular importance to analyse the effects of this instrument on the labour market integration of refugees. In this study we will evaluate this instrument for refugees who mostly arrived between 2015 and 2016 using evaluation methods which are based on machine learning techniques. A special focus will also lie on the performance of this instrument for the labour market integration prospects of women.
