Abstract
Artificial intelligence (AI) often plays an important role in the placement process. We focus on the the application of AI from the perspective of caseworkers. In the placement of jobseekers, AI-based suggestions could provide incentives for search behavior so that they find their way back into employment in the long term. Important factors are both the matching probability and the quality (stability and wages) of a job recommendation. The current state of research shows that there are hardly any studies that address both AI in combination with the placement of jobseekers and especially the perspective of the caseworkers. In an interview study, we interviewed caseworkers from various areas of the public employment service. The aim of the study is to work out where there are needs, wishes and the attitude towards AI-systems. We shop which problems can occur if AI-systems should be trained or integrated in the public sector. The introduction of such systems failed due to ethical and technical reasons in other countries. Our study shows which ethical and technical precautions need to be taken so that AI systems can be successfully tested and implemented. We focus on the introduction of an algorithm-based matching tool in the public employment service.
