Abstract
For the first time since the reforms to strengthen continuing vocational training and the introduction of the citizen's benefit scheme (Bürgergeld), this process data study focuses on the multi-level access to subsidised continuing vocational training and the costs of continuing vocational training. It aims to answer the following questions: (1) Which groups of Bürgergeld recipients receive a training voucher from their job centre or are assigned to a training measure? (2) Which recipients of training vouchers or those assigned to training measure actually start a training course? (3) Which participants complete their training? (4) What are the costs of financing continuing vocational training? Since the rules for subsidizing continuing vocational training apply to the unemployment insurance scheme and to the citizen's benefit scheme, such an analysis can be carried out comparatively for SGB III. Due to the different incentives for degree-oriented and other continuing vocational training courses, it is also possible to differentiate the selection analysis according to whether a vocational qualification can be obtained.
