Winners and losers of state early retirement for lignite workers
Abstract
"There is broad agreement that there is a particular responsibility towards employees in the phasing out of coal. Following the phase-out of the hard coal industry, employees in the lignite mining industry and in the hard coal and lignite-fired power plants are particularly affected. For employees in the lignite mining industry, the so-called Coal Commission proposes a state-supported early retirement scheme in the form of an adjustment allowance (APG). The purpose of this is to support a reduction in employment that is as socially acceptable as possible for employees. On the basis of data from the social security system, we show that such a regulation would primarily benefit lignite companies, while the state would have to bear considerable costs."
