On the pilot project "Integration Bridge" in Rhineland-Palatinate : Opinion of the IAB on the request of the AfD parliamentary group at the Landtag of Rhineland-Palatinate of 25.3.2019
Abstract
"This opinion concerns the request of the AfD parliamentary group at the Rhineland-Palatinate Landtag on 25th March 2019 which deals with the pilot project 'Integration Bridge'. The IAB has been invited to evaluate this instrument. The pilot project 'Integration Bridge' is planned as a labour market policy support instrument that provides a (default) guarantee for employers who employ a previously unemployed benefit recipient with a permanent contract. This guarantee includes the payment of compensation for lost working hours to employers for up to 18 months, given there are no further claims for reimbursement. Evaluation studies on the effectiveness of employer-related labour market policy support measures show a positive treatment effect, but this is primarily due to their orientation towards specific groups of people with special individual needs and barriers to job placement. It is therefore advisable to specify more precisely the persons to be supported and their support needs for the pilot project. The evaluation studies point to the particularly high risk of deadweight effects on the side of the employers in the case of employer-related instruments. This risk would be extremely high in the proposed pilot project, since the participation criteria would indicate that a considerable proportion of the relevant group of people would be eligible for support."
