Abstract

"Since the inception of the Employment Promotion Act in 1969, publicly subsidized employment has been an integral part of German labour market politics. The article recapitulates the use of this labour market instrument and presents crucial findings regarding its impact on participants. Among the phases covered are the job creation schemes of the 80s, the attempt to cope with the consequences of the German reunification, the 'Hartz-Reforms' of 2004/2005 and its consequences as well as recent pilot schemes implementing new approaches to publicly subsidized employment. In particular the employment effects of the various programmes are focussed as well as the facilitation of social participation among participants. Finally, the implications for a possible social labour market are discussed in light of recent findings of the evaluations of pilot schemes in Baden-Wuerttemberg and North Rhine-Westphalia."
