Abstract
"The Budget and Finance Committee of North Rhine-Westphalia's Landtag has decided to carry out a written consultation with regard to the request of the SPD parliamentary group of 2 April 2019, 'North Rhine-Westphalia must lead the way. Dispensing with fixed-term contracts without material reason in the civil service'. In this context, the IAB has been invited to submit comments to support the parliamentary debate. In its statement, the IAB reports on the role of fixed-term employment in Germany, particularly in the civil service, and on the specific use of fixed-term contracts without material reason. The author concludes that dispensing with fixed-term contracts without material reason is only conducive to creating more permanent employment opportunities in the civil service to a limited extent. Solutions should focus less on aspects of labour law and more on the available human resources in order to directly encourage the creation of more permanent positions in personnel budgets or rather, to change temporary working arrangements into permanent employment contracts."
