Digititalisation of the world of work: Changes to date and consequences for the labour market, training and qualification : Answering the questionnaire for the hearing of the Enquete Commission "Vocational Education and Training in the Digital World of Work" of the German Bundestag on February 11th 2019

Abstract

"The statement contains IAB's answers to the questionnaire of all parliamentary groups at the hearing of the Enquete Commission 'Vocational Education and Training in the Digital World of Work' of the German Bundestag on 11 February 2019. IAB reports on the changes and consequences for the labour market, training and qualification caused by digitalisation so far. The authors conclude that there is no evidence that technological progress leads to less employment. However, technological developments have led to structural shifts between sectors and occupations, which can be expected to continue in the future. Digitalisation not only offers potential for substitution, but also for productivity and inclusion.<br> They advise a reduction in the number of dual training occupations, because overly specialised occupations are associated with employment risks. In order to cope with the future challenges of a digitalised world of work, they recommend that vocational schools, over-the-job training facilities or technology centres organised by training alliances/consortia become central places for imparting knowledge about the digitalisation of the world of work. New methods should be developed to describe the competence profiles required in occupations, sectors and regions so that the content of qualification and further training programmes can be better defined. It would also be helpful to have closer links between technology developers and the actors responsible for training and qualification, as well as systematic support for technology research funding."
