Evaluation des Bundesprogramms "Soziale Teilhabe am Arbeitsmarkt"
Abstract
"The Federal Programme 'Social Inclusion in the Labour Market' aims to improve the social inclusion of long-term benefit recipients in the SGB II who are far from the labour market and who either live with children in a community of need and/or require special support due to health restrictions. It was launched in 2015 and runs until 31.12.2018. Around 16,000 people in 195 job centres participated in the programme by mid-2018. The Federal Programme 'Social Inclusion in the Labour Market' is thus implemented in almost half of all job centres throughout Germany. This interim report presents the current state of the evaluation accompanying the programme. It deals with the diversity in programme implementation, the selection of employers and the associated difficulties. Results from the CATI survey of participants and control persons on the short-term effects of participation in the programme on social inclusion, the central outcome variable of the programme, are presented. In addition, two programme parameters that have proven to be important channels for the development of social inclusion are examined in more detail, namely the employment-accompanying activities and the design of employment relationships."
