Publicly subsidized employment : integration and social inclusion for the long-term unemployed

Abstract

"In this article, the authors examine the possibilities and limitations of measures aimed at publicly subsidized employment in the integration of the long-term unemployed. They begin by giving an overview of the various measures, whereby a differentiation must be made between measures that accompany employment and measures that create employment. The subsequent section contains the results of the effects of the various measures. Here the analyses of the integration effects are further ahead than those of the retention of employability and social stabilisation. The results of evaluations gathered up to now, together with further economic considerations, give cause for scepticism as to whether publicly subsidized employment can serve to replace the market in an extensive way. Subsequently the authors describe the target group which is characterized in SGB II (Book II of the Social Code) by a large heterogeneity. On the basis of this, they then draft a further, graduated concept of publicly subsidized employment that is intended to meet the needs of persons in situations of varying difficulty and who, through this, have a varying proximity to the labour market. This contribution is intended to draw attention to the differing capabilities and needs of those affected, and away from the sometimes apparent narrow focus on individual measures."
