Prekarität in Deutschland?!
Abstract
"The consequences of labour market and social policy reforms are discussed in science and politics using the term precariousness. Addressing precariousness, this paper deals with the foundation of social cohesion in Germany's social market economy and examines the question of whether a group of people exists that lives in permanent insecurity despite being in employment (the precariat). Is precariousness of individuals a question of missing qualifications or is it specific to certain phases of their lives and transitions? Does a permanent precariat exist in Germany?<br> This paper presents a new comprehensive set of indicators for the quantitative, multidimensional measurement of (cumulative) precariousness. Using the German Socio-Economic Panel (GSOEP), indicators are operationalised to identify precarious employment and precarious households and to analyse their evolution over time (1993-2012). We hope to lay the foundation for a quantitative analysis of precariousness in order to reassess the institutions of the labour market and social security in Germany."
