Zur Qualifizierungsoffensive "Wissen und Sicherheit für den Wandel" des Bundesministeriums für Arbeit und Soziales
Abstract
"The present IAB statement addresses the concept paper 'Qualifizierungsoffensive - Wissen und Sicherheit für den Wandel' of the Federal Ministry of Labor and Social Affairs (BMAS 2018). The Federal Ministry aims to foster a discussion over the fur-ther development of labor market policies. The proposals intent to facilitate access to further training, improve the institutional framework for qualification, facilitate the receipt of unemployment benefits for employees with short employment relation-ships, and extend the unemployment benefit eligibility durations for individuals participating in training. The legal implementation still has to be initiated. From the IAB point of view, vocational training will become even more important in the future due to digital and demographic change. It is be important to implement legal changes without unintended effects (as far as possible). Continuing education counseling is mentioned only marginally in the concept. An easily accessible, open-ended counseling on further education could play an increasingly important role in the future, in order to increase the individual motivation for further education."
