Abstract

"The present IAB statement addresses the requests of both parliamentary groups - the Left Party ('Facilitation of works council elections and better protection of works councils', Bundestag printed matter 19/860) and Alliance '90/The Greens ('Facilitation of works council elections - better protection of active employees', Bundestag printed matter 19/1710). On the basis of the IAB Establishment Panel - a representative survey among some 16,000 companies in Germany - the IAB demonstrates the development of works councils' distribution, and provides an explanation on what the changes may be attributed to. However, the data of the IAB Establishment Panel do not provide answers to the questions on the members of works council committees or the initiators of works council elections. The IAB Establishment Panel contains no information reflecting the perspective of the works councils themselves either." (Author's abstract, IAB-Doku) ((en))
