Job placement between stable employment and accountability in the monitoring system: How Placement advisors use discretion

Abstract

"This article examines how caseworkers in local employment agencies in Germany use their discretion in encounters with jobseekers and thereby shape social and labor market policies on the ground. Drawing on qualitative interviews and group discussions, we reconstruct that caseworkers use discretion to promote individuality and trust in the relationship with job seekers. We argue that not only the ambiguity of political and organizational rules shape the use of the discretion. We conclude that changing organizational objectives, increased discretion of caseworkers, and the situation on the labor market support sustainable labor market integration strategies."
