Abstract

"In this process of tertiarisation and technical progress, changed qualification requirements as well as demographic change mean the economy faces big challenges. The more that the number of young skilled workers falls and the need for skilled labour increases, tapping the potential of formally low-skilled workers and those who are formally unqualified gains more in significance. However, the sustainable integration of semi-skilled and unskilled workers in Germany is a task that still needs to be solved.<br> The authors address the question of how the participation of low-skilled workers in education can be increased and how they can exploit their qualifications and competencies on the labour market. The theoretical and practical contributions are based on discussions within the framework of a forum organised by the Vocational Education and Training Research Network in November 2015."
