Financial Incentives for Further Training : Results From a Pilot Project
Abstract
"An important part of active labour market policies in Germany is qualification and further training, especially against the background of demographic change and a possible shortage of skilled labour. In practice, it is often difficult to convince low-skilled jobseekers of taking part in further training. This paper deals with a German pilot project in the federal state of Thuringia. Jobseekers who participate in further training obtain (performance-based) financial rewards. We analyse the characteristics of the participants and draw lessons from the project's design. We conclude that a scientific evaluation would require a higher number of participants or a social experiment with random assignment of the participants." (Author's abstract, IAB-Doku) ((en))
