Reliable, flexible, motivated? : establishments view on One-Euro-Jobbers

Abstract

"Job opportunities with little compensation are an instrument of German labour market policy created to test the motivation and capability to work of persons far away from the labour market. The unemployed participating in this measure have only small chances to find regular employment afterwards. However, two thirds of the firms taking on those persons judge their ability to obtain a regular job as rather good. In this paper we will explain the obvious contradiction between firms' positive judgment and the actually poor job prospects of the participants. Therefore, we analyse which of the individual participant's characteristics are most relevant for a positive assessment. Our results show that being judged as fit for regular employment is highly correlated with the work-related soft skills of the participants but not with their occupational skills."
