Publicly Subsidized Employment of Long-term Unemployed : Support, Welfare Effects and Employment Perspectives of Employees of Private and Non-Profit Employers
Abstract
"Publicly subsidized employment as an instrument of active labor market politics aims at offering labor markets perspectives also for those furthest away from the labor market. Using the example of a federal state level project the following question is addressed: Which consequences for the implementation result from the type of targeted employer? The pedagogic assistance vouches for stability of employment at both, private and non-profit employers, but is faced with greater challenges in the private sector. Welfare effects arise for both types of employers. Regarding the further employment without subsidies, it is more crucial to employees of private firms to evolve a sufficient level of productivity."
