False self-employment in Germany : Legal bases and empirical findings

Abstract

"This study on false self-employment (which the Institute for Employment Research (IAB) performed in cooperation with the German Federal Ministry of Labour and Social Affairs) is based on 4,500 quantitative interviews with the active work force in Germany. The study delivers a representative overview of the working population in Germany, especially regarding their work relations and their social situation. The empirical study is based on an expertise prepared by Professor Wank (Ruhr-University Bochum) that reviews the prevailing jurisdiction and relevant legal reference works. The study answers three key questions: How widespread is the phenomenon of false self-employment? Who is affected and how are the false self-employed economically active?
