Abstract

"Publicly subsidized employment is an appropriate means to significantly increase the sense of social participation among formerly long-term unemployed participants. This holds especially true, if the publicly subsidized employment is subject to contributions to social security and remunerated according to scale. If this form of employment succeeds in providing the experience among its participants of being a 'regular employee' the sense of social participation is strongly promoted. The following mechanisms of action prove to be particularly relevant for the promotion of social participation: the opportunity for the participants to demonstrate their capacities in the course of their work, a demanding character of the work carried out, the termination of (formal) welfare dependency and the possibility for participants to con-tact social pedagogues accompanying their participation at any time. Furthermore, the improvement of social contacts as well as the prospects regarding an occupational future prove to be significant factors of influence for increasing social participation in the course of publicly subsidized employment."
