Flight and migration : challenges to education, vocational training and labour market politics

Abstract

"At the moment and in the foreseeable future the immigration of refugees is one of the great challenges for labour market policies in Germany. This is also because refugee immigration is associated with high public expenditure. The hypothesis of this review article is as follows: If the labour market integration of refugees proves to be more successful than in the past, previous expenditure can be seen as an investment of all parties involved which can generate economic advantages in the medium and long term. The paper incorporates to a great extent findings by the Institute for Employment Research (IAB). Starting point of the conceptual paper is the development of migration in the recent past as well as insights concerning the previous labour market integration of migrants and refugees. In addition, short-term as well as long-term consequences of the refugee influx for the potential labour force, the labour market and employment will be considered. Based on available information regarding the level of education and skills of the current inflow of refugees conclusions for labour market policies will be drawn."
