Gaining insight through chance: Emu meets penguin
Abstract
"Quantitative evaluation studies usually aim at ascertaining the effect of labour market policy measures on the labour market chances of those supported by the measure. To do this they as a rule compare the participants of a measure with similar people who were not supported by the measure. Here it can be useful to make use of randomization: by allotting subjects to a participant or control group according to randomization, it is possible to avoid distortions which can result from the decisions made by the unemployed themselves, the placement officers or the third parties."
