Simulated normality in (permanently) subsidised work
Abstract
"The current paper deals with a special form of the relationship between work and normality, namely the facets of a simulated normality of employment relationships. The basis of this simulated normality is a law that establishes the permanent subsidisation of employment of persons who have previously been unemployed on the long term. The implementation of this law, § 16e of Book II of the Social Code (SGBII), was examined by the authors during their time on the staff of the Regional Unit North Rhine-Westphalia of the Institute for Employment Research (IAB). The implementation study has two main themes: on the one hand, the interpretations of the law on the part of the instances mandated with its implementation, along with their implementation strategies; and, on the other, the effects achieved with regard to those subsidised. In the following, Individual aspects of the second theme will be illuminated further on the basis of the evaluation of the interviews undertaken with those subsidised and with their employers."
