Reform of the housing allowance 2016: effects on recipients of Basic Income Support

Abstract

"While it is true that persons receiving Hartz IV or social assistance do not receive a housing allowance, the reform of the housing allowance will nevertheless have effects downstream on the Basic Income Support systems. The reason for this is that the rise in the housing allowance will mean that many people who received Hartz IV or social assistance will in future be entitled to an allowance towards their rent (or the burden of home ownership). The following article examines how the number of persons receiving Basic Income Support could change as a result of the current reform of the housing allowance. The results of the simulation show that the effects to be expected from reform of the housing allowance on Basic Income Support as a whole are likely to be minimal." (Author's abstract, IAB-Doku)
