Abstract
"Not only since the initiation of the development program 'BA 2020' the Federal Employment Agency (Bundesagentur für Arbeit) understands itself as a 'learning organization'. In this context a new instrument for organizational controlling and selfmonitoring was implemented. The new system of target indicators is used to measure and evaluate the efficiency and effectiveness of employment services. This research project investigates the practices of employment services in the framework of the enhanced controlling instrument that is supplemented by qualitative indicators. Our focus is on the productive and contra productive, intended and unintended interactions through and between the reformed system and the actions of job agents. The project follows an innovative design in labour administration research. The core of the organizational ethnographic study consists of participatory observations at administrative departments and offices that will last several weeks, in addition to interviews and document analysis. In order to show the numerical incidence of the qualitative based findings, a number of representative interviews with job placement officers will be carried out in the further course of the project. The study investigates the everyday practices in regular operations of employment services and also includes vocational training services as well as employer services."
