Abstract

"Since the mid-1970s unemployment has increased worldwide. The increase in EU member states was particularly strong. From a comparative analytical perspective major divergencies in the development and the structure of unemployed can be observed. The ability of European economies differs as regards creation of new jobs for a growing number of job seekers. In industrialized countries there are important structural divergencies with respect to labor markets and the basic employment policy orientation. Different strategies result in divergent activities of active labor market policy measures. The paper's focus is at first on the characteristics of European labor markets and the development of employment policies. Moreover, the focus is on the significance and content of employment initiatives outside of the competitive labor markets in selected European countries (Germany, UK, Spain and Switzerland)."
